What are you doing it in. There are pretty cool programs out there so you don't need to do it from scratch. PHPNuke, wordpress etc. https://www.phpnuke.org/, https://wordpress.com/ or even simple machines: http://simplemachines.org/

If you really want to program from the ground up, you then need to teach your self PHP scripting along with how to interface with a database such as mysql, or SQL Server, etc. Mysql is free and usually comes with the hosting provider. Here is a great tutorial sit for learning PHP javascript, html etc. http://www.w3schools.com/php/default.asp You need to known the fundamentals of scripting/programming first in order to be successful.

It's been many moons since I have setup a website from scratch, but I can help with your questions if you have them.
